Prof. Dr. Vladimir M. Cvetković

 Basic Biographical Information and Education



He was born on February 8, 1987, in Kragujevac. He graduated from the High School of Internal Affairs (with the title of Police Officer) in Sremska Kamenica in 2006 as one of the top students of his generation and a recipient of the Vuk’s Diploma. He completed elementary school “Sveti Sava” in Batočina in 2002, also as a recipient of the Vuk’s Diploma.

He defended his master’s thesis on “Management in Emergency Situations Caused by the Misuse of Weapons of Mass Destruction” at the Criminal and Police Academy in Belgrade in 2012, earning the title of Master Criminologist. He graduated in 2010 as the top student of his generation with a perfect GPA of 10.00 (the first student in the academy’s history to achieve this GPA), earning the title of Graduate Criminologist. He holds a black belt in the martial art of self-defense, Jujutsu.

He earned his Ph.D. at the Faculty of Security Studies, University of Belgrade, with a dissertation titled “Citizens’ Preparedness to Respond to a Natural Disaster Caused by Flooding in the Republic of Serbia” (2016), thus earning the academic title of Doctor of Science in Security Studies.

He has conducted numerous scientific research projects and published over 300 scientific papers in domestic and international journals and conference proceedings, including 25 scientific monographs, 16 papers in journals on the SCI/SSCI list, and his doctoral dissertation between 2011 and 2021.

He is employed at the University of Belgrade, Faculty of Security Studies, as an Associate Professor in the subject of Risk Management in Emergency Situations. Before his employment at the Faculty of Security Studies, he was employed for over eight years at the University of Criminal and Police Studies (then Academy) and the Ministry of Internal Affairs of the Republic of Serbia.

Employment and Teaching-Pedagogical Experience

He has been employed at the Faculty of Security Studies (since 2017), University of Belgrade, as an Associate Professor (Risk Management in Emergency Situations) in the Department of Emergency Situations and Environmental Security Studies. He is engaged in the following courses: Risk Management in Emergency Situations; Protection from Natural and Anthropogenic Disasters; Security Risks and Disasters (Protection and Rescue System); Methodology for Risk Assessment and Development of Protection and Rescue Plans from Natural and Other Disasters; Management of Protection and Rescue Activities; Prevention and Risk Reduction System for Natural and Other Disasters.

He is the Director of the International Institute for Disaster Research in Belgrade.

He is the President and founder of the Scientific-Professional Society for Risk Management in Emergency Situations in Belgrade.

From 2013 to 2017, he was employed at the Criminal and Police Academy as an Assistant for the following subjects: Security in Emergency Situations; Risk Management in Emergency Situations; Prevention and Control of Fires, Explosions, and Accidents; Information Systems in Emergency Situations. He was also employed at the same educational institution from 2010 to 2013 as a Teaching Associate. At the University of Belgrade, Faculty of Geography, he was appointed as a co-mentor for the doctoral dissertation “Predictive Model of Community Resilience in Montenegro to Geohazards Caused by Earthquakes” by candidate Goran Grozdanić in 2023.

At the Faculty of Organizational Sciences, University of Belgrade, he was appointed as a committee member for the review and defence of the topic and scientific justification of the doctoral dissertation “Application of Artificial Neural Networks and Internet Presence Indicators in Predicting the Risk of Bankruptcy of Hotel Enterprises” by candidate Tijana Matejić.

At the Faculty of Organizational Sciences, University of Belgrade, he was appointed as a co-mentor for the doctoral dissertation “Integration of Forensic Accounting Techniques into the Control System” by candidate Marko Špiler. He also participated as a committee member for the review and defense of the topic and scientific justification of the mentioned doctoral dissertation.

Additionally, he was a committee member for assessing the suitability of the topic and candidate for the doctoral dissertation by Mileta Milašinović, “The Impact of International Cooperation on the Disaster Risk Reduction System in the Republic of Serbia,” in 2019.

He was a committee member for the defense of the doctoral dissertation by Mileta Milašinović, “The Impact of International Cooperation on the Disaster Risk Reduction System in the Republic of Serbia,” in 2019.

He participated as a committee member for the defense of more than 10 specialist theses: The Role of JP ADA Ciganlija in Flood Defense on the Territory of Čukarica Municipality; Assessment of Vulnerability from Natural Disasters and Other Emergencies – Case Study of Preševo Municipality; The Importance of Interoperability of Communication Systems of Emergency Services in Emergency Situations; The Role of National Red Cross Teams of Serbia in Emergency Situations; Functioning of the 112 Operational Center and Coordination of Activities with the City Emergency Headquarters in Risk Management from Natural and Other Disasters; Search and Rescue System for Aircraft Accidents on the Territory of the Republic of Serbia.

As an expert in disaster risk management, he participated in the development of over 15 disaster risk assessments and protection and rescue plans for various state bodies, local governments, and legal entities. Additionally, he participated in the development of numerous risk assessment acts in the protection of persons, property, and operations.

He was appointed a member of the advisory board of the DPPI SEE – Disaster Preparedness and Prevention Initiative for South-Eastern Europe (2021). In November 2000, the Stability Pact for South Eastern Europe launched the “Disaster Preparedness and Prevention Initiative” (DPPI) in an effort to contribute to the development of a cohesive regional strategy for disaster preparedness and prevention for its 10 member states (Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Republic of North Macedonia, Montenegro, Romania, Serbia, Slovenia, and Turkey). The DPPI has been conceived as an activity that seeks to provide a framework for South Eastern European nations to develop programs and projects leading to strengthened capabilities in preventing and responding to natural and man-made disasters. DPPI SEE Advisory Board sessions are usually a forum where, in addition to the member states of the Initiative, all partners and relevant stakeholders with programmatic activities on disaster preparedness and prevention in the context of South-Eastern Europe participate.

Dr. Vladimir M. Cvetković has been involved in teaching and pedagogical activities for over 15 years. From 2011 to 2017, he was employed at the Criminal and Police Academy, initially as a Teaching Associate, and then as an Assistant for the following subjects: Security in Emergency Situations, Prevention and Control of Fires, Explosions, and Accidents, Risk Management in the Protection and Rescue System, Information Systems in Emergency Situations, Crisis Management. In 2010, he was engaged as a Demonstrator for the subject Traffic Safety at the Criminal and Police Academy. 

In 2011, he was elected Secretary of the Department of Security Sciences at a departmental meeting and held that position until 2014. Thus, Dr. Vladimir M. Cvetković has six years of work experience in teaching and pedagogical work at the current University of Criminal and Police Studies. Additionally, during his teaching and pedagogical activities at the mentioned institution, he participated in the implementation of all special forms of teaching – training: basic police training with first-year students (handling and manipulation of firearms of the Ministry of Internal Affairs); basic police-security training for emergency situations with second-year undergraduate and vocational studies students; summer field training at the “Mitrovo Polje” training center of the Ministry of Internal Affairs of the Republic of Serbia, at Goč with third-year academic and second-year vocational studies students. At the Criminal and Police Academy, he led the emergency situations section from 2014, and the police self-defense section from 2016. 

He was also engaged in the school police unit and as a member of the self-evaluation committee at the Criminal and Police Academy. According to the results of a survey conducted among undergraduate academic and vocational studies students in criminology at the Criminal and Police Academy, during his six-year engagement, Dr. Vladimir M. Cvetković was rated with an average score of 4.52.

Since 2017, Dr. Vladimir M. Cvetković has been teaching at the Faculty of Security Studies, University of Belgrade, in the following subjects:

– At the undergraduate academic studies level, he teaches the subjects: Risk Management in Emergency Situations, Security Risks and Disasters, and Protection from Natural and Anthropogenic Disasters. In addition to these subjects, he has taught the subjects: Protection and Rescue System and Management in Protection and Rescue Systems;

– At the master academic studies level – Disaster Risk Management studies, he teaches the subjects: Prevention and Risk Reduction System for Natural and Other Disasters, Methodology for Risk Assessment and Development of Protection and Rescue Plans from Natural and Other Disasters, and Management of Protection and Rescue Activities in Conditions of Natural Disasters (subject holder);

– At the master academic studies level – Security Studies, he teaches the subject Crisis Management in Natural and Industrial Disasters;

– At the doctoral academic studies level – Security Studies, he teaches the subject Integrated Disaster Risk Reduction.

Dr. Vladimir Cvetković was selected (2024) as a lecturer at the Advanced Studies in Security and Defense (VSBO) at the “Vojvoda Radomir Putnik” School of National Defense, Ministry of Defense of the Republic of Serbia, during the summer semester of the 2023/2024 academic year. He is particularly proud to have had the opportunity to share his knowledge and experience with the 13th class of students in the field of risk management in emergency situations and to contribute to their professional development. He also had the pleasure of mentoring eminent experts and officials in the country. The Advanced Studies in Security and Defense represent the highest level of training for civil servants and officers of the Ministry of Defense and the Serbian Armed Forces. This prestigious institution brings together senior executives from various state bodies of the Republic of Serbia, as well as officials and officers from partner countries. VSBO participants come from various parts of the state administration, including the National Assembly, ministries, and government agencies, as well as high-ranking officials and officers from partner countries. This was a unique opportunity to gather the best experts and leaders in the field of security and defense, who worked together to enhance the security system. The training at VSBO lasted for 25 weeks, during which the participants acquired valuable knowledge and skills crucial for the development and implementation of state policy in the domain of defense and security.

In 2021, he gave a guest lecture at the invitation of the University of Novi Sad, Faculty of Law, within the Legal Clinic for Environmental Protection on the topic “The Impact of Climate Change on Increasing the Risk of Natural Disasters.” In 2019, he gave a series of guest lectures at the University of Criminal and Police Studies within the master academic studies program “NatRisk,” in the subject “Natural Disasters” at the invitation of Prof. Dr. Slobodan Miladinović. As an expert in disaster risk management, he was engaged by the Faculty of Geography, University of Belgrade, in an expert team for writing a thematic book: natural disasters within the Spatial Plan of the Republic of Serbia for the period from 2021 to 2035, led by Prof. Dr. Slavoljub Dragićević.

In the teaching process, Dr. Vladimir M. Cvetković has proven to be a conscientious and responsible teacher who applies modern and innovative teaching solutions to impart knowledge in the field of risk management in emergency situations to students. He significantly encourages students to engage in independent study and research work and to comprehensively use literature from the mentioned field. In the teaching process, he applies modern teaching methods aimed at enabling and equipping students to independently use various literature. He encourages students to connect and apply acquired knowledge to solve specific case studies in disaster studies.

For the purposes of teaching, Dr. Vladimir M. Based on the average results of teacher evaluations by students through the Individual Statistical Report on Teacher Evaluation at the University of Belgrade, students rated the teaching and pedagogical work of Dr. Vladimir M. Cvetković with an average score of 4.62 for 2017/2018; 4.65 for 2018/2019; 4.46 for 2019/2020; 4.59 for 2020/2021. Based on the presented data and evaluations, it can be concluded that the candidate possesses all the teaching and pedagogical qualities necessary for the position of Associate University Professor.

In addition to his teaching and pedagogical work at the Faculty of Security Studies, Dr. Vladimir M. Cvetković founded the organization “Scientific-Professional Society for Risk Management in Emergency Situations,” which brings together scientists, experts, and interested students in the field of disaster risk management. Numerous training sessions, courses, seminars, national and international research projects have been realized within the Society. A publishing activity has also been developed within the Society, and several books, monographs, practical manuals, and conference proceedings that are used in education at many faculties have been published. Within the mentioned society, Dr. Vladimir M. Cvetković organized the first national seminar for students in the field of emergency situations titled “Tactics of Protection and Rescue in Emergency Situations: Field Experiences and Lessons,” from April 16 to 18, 2021, in the Grand Hall of the Kolarac Foundation. On that occasion, more than 250 students from various faculties and universities in Serbia and over 50 professors and experts in the field of emergency situations were present.

Additionally, Dr. Vladimir M. Cvetković is the organizer and implementer of several training sessions for students of various faculties from Serbia in the field of emergency situations: the first basic security training in the field of emergency situations, Stara Planina, from July 13 to 16, 2019; the second basic security training in the field of risk management and protection and rescue in emergency situations, Ovčarsko-Kablarska Gorge, from November 29 to December 1, 2019; the third basic security training in the field of protection and rescue in emergency situations, Ovčarsko-Kablarska Gorge, from October 29 to November 1, 2020; training for student response in inaccessible terrains, Košutnjak, 2019; participated together with students in the international field exercise for disaster management “SERBIA 2018” organized by the Ministry of Internal Affairs – Sector for Emergency Situations and the Euro-Atlantic Disaster Response Coordination Centre (NATO EADRCC), from October 8 to 11, 2018, in Mladenovac.

Dr. Vladimir M. Cvetković is the organizer of numerous lectures in the field of emergency situations: Student City, lecture “Experiences and Lessons in Protection and Rescue of Citizens of Serbia During the Armed Aggression in 1999” in 2019; operational police skills in emergency situations (online) in 2020; command-simulation exercise on the topic of landslide remediation and work of the City Emergency Headquarters in 2019; with the support of the Secretariat for Defense Affairs, Emergency Situations, Communication, and Coordination of Relations with Citizens, a forum was held on the state of emergency situations in the territory of Belgrade in 2019; a lecture “Natural Disasters – Challenges for Society and Security” was held at the Petnica Research Station (ISP) in Valjevo in 2018. In the past period, he was engaged as a lecturer and seminar organizer “Safety of Students in School Facilities,” catalog number 9 from the Catalog of Professional Development Programs for Teachers, Educators, and Professional Associates of the Institute for Improvement of Education for the school years 2014/2015 and 2015/2016, and for the school year 2016/2017.

Dr. Vladimir M. Prof. Dr. Vladimir M. Cvetković is the president and founder of the national Scientific-Professional Society for Disaster Risk Management, as an entity of special significance for protection and rescue in the Republic of Serbia. NSDR-URVS is a non-governmental, non-profit association established for an indefinite period, aiming to improve the existing fund of theoretical knowledge in the field of disaster risk management, conduct quantitative-qualitative research, organize national and international conferences, establish journals, conduct training and risk assessments, and other academic activities in the mentioned field.

Additionally, Prof. Dr. Vladimir M. Cvetković is the founder and president of the International Institute for Disaster Research, which consists of various scientific research departments. The primary activity of the International Institute for Disaster Research is scientific research work in the field of disaster studies, conducted within the Institute. The scientific activity of the Institute is carried out by the Law on Scientific Research Activities of Serbia and the established and adopted program orientation of the work. Within the Institute, scientific research is conducted in the fields of: the phenomenology of disasters and hazards; preparedness and mitigation of disaster risks; protection and rescue in disasters; disaster recovery; disaster risk management; international cooperation and legal framework in the field of disasters; as well as other tasks provided by the Statute.

Prof. Dr. Vladimir M. Cvetković is the editor-in-chief of the international journal International Journal of Disaster Risk Management, which has been published since January 2019 (double-blind peer-reviewed (twice a year), open-access journal that serves all aspects of disaster studies, policy, and management. It provides a platform for academics, policymakers, and practitioners to publish high-quality research and practice concerning natural disasters, anthropogenic disasters, complex political emergencies, and crises around the world). Prof. Dr. Vladimir M. As an expert in the field of disaster risk management, he participated in the development of over 20 disaster risk assessments and protection and rescue plans for various state authorities, local governments, and legal entities. Additionally, he participated in the development of numerous risk assessment documents in the protection of persons, property, and business operations.

At the University of Belgrade, Faculty of Geography, in 2023, he was appointed as a co-mentor in the development of the doctoral dissertation “Predictive Model of Community Resilience in Montenegro to Geohazards Caused by Earthquakes” by candidate Goran Grozdanić.

At the Faculty of Organizational Sciences, University of Belgrade, he was appointed as a member of the committee for the review and defense of the entrance work and evaluation of the scientific basis of the doctoral dissertation “Application of Artificial Neural Networks and Internet Presence Indicators in Predicting the Risk of Bankruptcy of Hotel Enterprises” by candidate Tijana Matejić.

At the University of Belgrade, Faculty of Organizational Sciences, he was appointed as a co-mentor in the development of the doctoral dissertation “Integration of Forensic Accounting Techniques into the Control System,” by candidate Marko Špiler. Additionally, for the same topic, he participated as a member of the committee for the review and defense of the entrance work and evaluation of the scientific basis of the mentioned doctoral dissertation.

Horizon 2020 project – Danube River Region Resilience Exchange Network (DAREnet) – Call topic: SEC-21–GM-2016/2017: Pan European Networks of practitioners and other actors in the field of security. DAREnet is a 5-year Coordination and Support Action funded by the European Commission. The DAREnet consortium forms the backbone of the transnational, multi-disciplinary network. It brings together a unique combination of renowned institutions and players in flood mitigation and civil protection. This consortium provides a broad and complementary coverage of the needed capabilities, the geographic balance, and strategic motivation to succeed. A long history of previous collaboration providing the basis for an effective execution of DAREnet and beyond. (2017-2022);

IPA FF project – EU Support to Flood Prevention and Forest Fires Risk Management in the Western Balkans and Turkey. The 3-year EU-funded IPA Floods and Fires program aims at improving capacities for flood and forest fire risk management in Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia, Serbia, and Turkey. The international consortium established by the Italian Civil Protection Department jointly with the Administration of the Republic of Slovenia for Civil Protection and Disaster Relief (URSZR), the Swedish Civil Contingencies Agency (MSB), the Romanian General Inspectorate for Emergency Situations (IGSU), the Fire Rescue Brigade of Moravian-Silesian Region, Czech Republic (FRB-MSR), the National Center for Disaster Management Foundation, Romania (CN APELL-RO) and CIMA Research Foundation, Italy (CIMA).

Appointed as a member of the advisory board DPPI SEE – Disaster Preparedness and Prevention Initiative for South-Eastern Europe (2021). In November 2000, the Stability Pact for South Eastern Europe launched the “Disaster Preparedness and Prevention Initiative” (DPPI) in an effort to contribute to the development of a cohesive regional strategy for disaster preparedness and prevention for its 10 member states (Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Republic of North Macedonia, Montenegro, Romania, Serbia, Slovenia, and Turkey). The DPPI has been conceived as an activity that seeks to provide a framework for South Eastern European nations to develop programs and projects leading to strengthened capabilities in preventing and responding to natural and man-made disasters. DPPI SEE Advisory Board session is usually a forum where despite the member states of the Initiative we have all our partners, relevant stakeholders who are having their programmatic activities on disaster preparedness and prevention in the context of South-Eastern Europe.

Organized by the OSCE (Organization for Security and Co-operation in Europe), he participated in the implementation of a study visit of competent state authorities in the field of security in Sweden.

Organized by the OSCE (Organization for Security and Co-operation in Europe), he completed media training for public appearances at the Media Center on Terazije 3 in Belgrade from 9-11 September 2019.

Organized by the International Atomic Energy Agency (IAEA), he participated in a multi-day annual meeting at the Vienna International Centre (VIC) as part of the International Nuclear Security Education Network (INSEN) as one of the representatives from Serbia.

He completed the international course: Economics for Disaster Prevention and Preparedness, 1-8-15 October 2021 (3 modules of 120 minutes each) – short training course organized by DG ECHO: Modeling disaster risks in Europe to understand the economics of disaster prevention and preparedness; Financial risk and opportunities to build resilience in Europe: funding gaps and disaster risk financing instruments; Investing in disaster risk management in Europe makes economic sense: cost-benefit analysis of investments in disaster prevention and preparedness.

On March 14, 2022, he was engaged as an external expert on the project “Institutional Support of the Standing Conference of Towns and Municipalities – third phase,” funded by the Swiss Agency for Development and Cooperation (SDC), to prepare an Analysis of Public Health Status at the Local Level for 2021 (with a comparative presentation of public health status at the local level for the period 2019-2021), all in accordance with the project.

Prof. Dr. Vladimir M. Cvetković was on a two-day study visit to the “Joint Research Centre – the Commission’s science and knowledge service EU” in Italy, Ispra, and during this visit, he visited the European Crisis Management Laboratory (The European Crisis Management Laboratory acts as a research, development, and test facility for ICT-focused solutions that integrate devices, applications, and crisis management-related information sources to support crisis management needs, such as threats analysis, common situation awareness, and collaborative decision making. The laboratory also allows distributed crisis management training across relevant services of the European Commission, as well as with partners in the EU Member States and others engaged in crisis management).

He completed the summer school of international security organized by the OSCE mission in Serbia from 15 to 19 August 2018.

Contribution to the Academic and Professional Community

Prof. Dr. Vladimir M. Cvetković has participated in numerous activities, which include contributions to the academic and professional community. He organized the first national seminar for students in the field of emergency situations titled “Tactics of Protection and Rescue in Emergency Situations: Field Experiences and Lessons,” from April 16 to 18, 2021, in the Great Hall of the Kolarac Foundation. On that occasion, more than 250 students from various faculties and universities in Serbia and more than 50 professors and experts in the field of emergency situations were present. On that occasion, Prof. Dr. Vladimir M. Cvetković gave a guest lecture – Tactics of Protection and Rescue of People in Emergency Situations Caused by Terrorist Attacks Using Weapons of Mass Destruction.

In December 2021, he participated in the organization of the Competition for the Admission of Junior Researchers and in the selection committees within the International Institute for Disaster Research, founded on December 21, 2020, by the Scientific-Professional Society for Disaster Risk Management. Within the Institute, numerous research projects in the field of natural and anthropogenic disasters are conducted. The primary activity of the International Institute for Disaster Research is scientific research work in the field of disaster studies, conducted within the Institute. The scientific activity of the Institute is carried out in accordance with the Law on Scientific Research Activities of Serbia and the established and adopted program orientation of the work. The Institute achieves its primary activity through basic, applied, and developmental scientific research in the scientific discipline of disaster risk management: conducting scientific research in the field of disaster and hazard phenomenology; conducting scientific research in the field of preparedness and disaster risk mitigation; conducting scientific research in the field of protection and rescue in disasters; conducting scientific research in the field of disaster recovery; conducting scientific research in the field of disaster risk management; conducting scientific research in the field of international cooperation and legal framework in the field of disasters; and performing other tasks in accordance with the Statute. The goal of admitting young researchers was aimed at gathering a team of young, professional, and ambitious researchers who will participate in writing national and international projects, their implementation, conducting scientific research, and publishing scientific papers and monographs in the field of disaster studies.

He participated in the committee of the German Federal Environmental Foundation (DBU) for the selection of scholarship holders from Serbia, Croatia, and Albania for a 12-month research stay in Germany. The committee meeting was held at the Faculty of Applied Ecology Futura, on September 27 and 28, 2018.

Prof. Dr. Vladimir M. Cvetković is the organizer and implementer of several training sessions for students from various faculties in Serbia in the field of emergency situations:

a) The first national security training in the field of emergency situations (five-day training), Guča, Lučani, 2023;

b) the first basic security training in the field of emergency situations, Stara planina, from July 13 to 16, 2019;

c) the second basic security training in the field of risk management and protection and rescue in emergency situations, Ovčarsko-Kablarska gorge, from November 29 to December 1, 2019;

d) the third basic security training in the field of protection and rescue in emergency situations, Ovčarsko-Kablarska gorge, from October 29 to November 1, 2020;

e) training for student response in inaccessible terrains, Košutnjak, 2019.

He participated with students in the international field exercise for managing the consequences of emergency situations “SERBIA 2018” organized by the Ministry of Internal Affairs – Sector for Emergency Situations and the Euro-Atlantic Disaster Response Coordination Centre of the North Atlantic Treaty Organization (NATO EDRCC), from October 8 to 11, 2018, Mladenovac.

At the invitation of the Petnica Research Station in Valjevo, he gave a lecture titled “Natural Disasters – Challenges for Society and Security” in 2018.

He is the organizer of numerous lectures in the field of emergency situations: Student City, lecture “Experiences and Lessons in the Protection and Rescue of Citizens of Serbia during the Armed Aggression in 1999” in 2019; operational police skills in emergency situations (online) in 2020; command-simulation exercise on the topic of landslide remediation and work of the City Emergency Headquarters, 2019; with the support of the Secretariat for Defense Affairs, Emergency Situations, Communication and Coordination with Citizens, a forum was held regarding the state of emergency situations in the area of the city of Belgrade, 2019.

In the past period, he was engaged as a lecturer and organizer of the seminar “Student Safety in School Facilities,” catalog number 9 from the Catalog of Professional Development Programs for Teachers, Educators, and Professional Associates of ZUOV for the school year 2014/2015 and 2015/2016 and for the school year 2016/2017.

On the website of the Scientific-Professional Society for Disaster Risk Management, Prof. Dr. Vladimir M. Cvetković initiated the implementation of a project to create free courses in the field of emergency situations available to all students and citizens of the Republic of Serbia.

Within the Faculty of Security, University of Belgrade, he was engaged in admission committees at the Faculty of Security (2018; 2019; 2020; 2021), the Commission for International Cooperation; the Library Commission, etc. Also, as the deputy head of the Center for Emergency Situations, he held numerous sections, lectures, and training sessions.

Organizer of Ski-Rescue Training in winter conditions. Namely, from February 1 to 5, 2024, the Scientific-Professional Society for Disaster Risk Management conducted intensive ski-rescue training, which represented an excellent combination of theoretical knowledge and practical skills.

In 2021, he gave a guest lecture at the University of Novi Sad, Faculty of Law in Novi Sad, within the Legal Clinic for Environmental Protection on the topic “The Impact of Climate Change on Increasing the Risk of Natural Disasters.”

In 2019, he conducted a series of guest lectures at the Criminal-Police University within the master’s academic studies program “NatRisk,” in the subject “Natural Disasters” at the invitation of Prof. Dr. Slobodan Miladinović.

As an expert in disaster risk management, he was engaged by the Faculty of Geography, University of Belgrade, in an expert team for writing a thematic booklet: natural disasters within the Spatial Plan of the Republic of Serbia for the period from 2021 to 2035, led by Prof. Dr. Slavoljub Dragićević.

Dr. Vladimir M. Cvetković, based on the decision to form a Commission for the preparation of the report, of the Council of the Department of Criminology at the session held on July 1, 2020, at the Criminal-Police University, based on Article 2 of the Statute of the Criminal-Police University and the Rulebook on the manner and procedure for obtaining the title of teachers and associates, according to the competition published in the official bulletin of the National Employment Service “Jobs” on July 1, 2020, was appointed as a member of the Commission for the preparation of the report for the selection of one teacher, full-time, in the title of senior lecturer or lecturer for the narrower scientific field of Security Sciences for the teaching subject National Security for a period of 5 years.

Also, Dr. Vladimir M. Cvetković organized and conducted numerous international and national scientific research projects under the auspices of scientific organizations he founded and leads, such as the Scientific-Professional Society for Disaster Risk Management (more than 500 members – professors, researchers, practitioners, students) and the International Institute for Disaster Research.

Dr. Vladimir M. Cvetković gave a lecture by invitation at the Petnica Research Station (ISP) in Valjevo in 2018 on the topic “Natural Disasters – Challenges for Society and Security.”

Dr. Vladimir M. Cvetković, on behalf of the Scientific-Professional Society for Disaster Risk Management, has repeatedly organized and coordinated cooperation and joint scientific and professional activities with the Russian-Serbian Humanitarian Center from Niš and the Faculty of Law from Novi Sad. In numerous scientific-research and professional activities, he maintains continuous cooperation with the Sector for Emergency Situations of the Republic of Serbia, Ministry of Internal Affairs of the Republic of Serbia. Besides that, he has participated in numerous activities and collaborates with the Secretariat for Defense Affairs, Emergency Situations, and Communication in the City of Belgrade.

Dr. Vladimir M. Cvetković has appeared multiple times on various television stations concerning current topics in the field of emergency situations: Capacities of the Republic of Serbia to respond to emergency situations caused by forest fires, interview in the show Dnevnik 2 on RTS 1; the state of fire protection in residential buildings, Belgrade Chronicle, RTS 1; civil protection in the Republic of Serbia, RTS 1, etc.

He participated in organizing the Round Table – “Lessons Learned from the 2014 Floods – 5 Years Later” at the Institute of International Politics and Economics in Belgrade, on May 24, 2019. The round table was organized within the international Horizon 2020 project, DAREnet, involving representatives from the Faculty of Security, University of Belgrade, the Sector for Emergency Situations of the Ministry of Internal Affairs of the Republic of Serbia, the Standing Conference of Towns and Municipalities – the Association of Towns and Municipalities of Serbia, the Office for Public Investment Management, the Red Cross of Serbia, and others.

Organized by the OSCE (Organization for Security and Co-operation in Europe), the project “Consolidating the democratization process in the security sector in Serbia,” he conducted a study visit to academic institutions and “Think Tanks” organizations in France from September 3 to 7, 2018. Additionally, Dr. Vladimir M. Cvetković is a member of the alumni academic network of members of the OSCE in Serbia.

The goal of this initiative is to establish a European interdisciplinary network that will facilitate international cooperation and knowledge transfer among researchers and practitioners whose work involves warning communication and disaster management. The initiative uses the perspective of risk and crisis communication to advance knowledge, promote collaboration, and contribute to reducing the risk and harm caused to the public by disasters related to climate change. The initiative aims to improve the overall effectiveness of disaster response efforts and promote cross-border cooperation among researchers and practitioners in this critical area. To achieve this, the COST action will (1) develop an open-access platform focused on warning systems, relevant legal and policy frameworks, and challenges in effective warning communication, (2) identify best practices and management recommendations for effective warning communication, and (3) create new formats for knowledge exchange and networking among key stakeholders in Europe. The interdisciplinary approach and focus on warning communication distinguish the initiative from previous initiatives, knowledge resources, and research projects. Simultaneously, given that climate change-related disasters are typically cross-border phenomena, it is essential to exchange expertise and best practices internationally. In this way, the initiative aims to create a lasting impact in research and practice and to contribute to reducing the damage caused by increasingly challenging environmental conditions.

• UNDP – EU for Civil Protection and Disaster Resilience Strengthening in the Republic of Serbia, appointed for the DRR Strategy Development DRM Consultant (expert), 2022, Duty Station – Homebased. Purpose: to provide expertise in the disaster risk management area in the development of Ex-Ante Analysis for the new Strategy on Disaster Risk Reduction and Emergency Management for the period 2022-2027 (the Strategy), and drafting of the Strategy. Objective: to support the implementation of the EU for Civil Protection and Disaster Resilience Strengthening in the Republic of Serbia Project. Scope of works: more specifically, under the direct supervision of UNDP Project Manager, collaboration with DRR Strategy Development Consultant, and close cooperation with Sector for Emergency Management of the MoI (SEM) and the Sector for International Cooperation, EU Affairs and Planning of the Ministry of Interior (SICEAP), and consultations with the members of the Special Working Group (SWG), he performed the following tasks divided in two phases: Phase I: Ex-Ante Analysis for the new Strategy and Phase II: Strategy on Disaster Risk Reduction and Emergency Management for the period 2022-2027.

• In March 2022, he was engaged as an external expert on the project “Institutional support of the Permanent Conference of Cities and Municipalities – third phase”, financed by the Swiss Agency for Development and Cooperation (SDC), to prepare an Analysis of the state of public health at the local level for 2021 (with a comparative presentation of the state of public health at the local level for the period 2019-2021), and all in accordance with the project.

Prof. Dr. Vladimir M. Cvetković, on the basis of the decision on the formation of the Commission for the preparation of reports, the Council of the Criminalistics Department at the session held on 01.07.2020. year, at the Criminalistics and Police University, and based on Article 2 of the Statute of the Criminalistics and Police University and the Rulebook on the way and procedure for obtaining the title of teacher and associate, according to the competition published in the official newspaper of the National Employment Service, “Jobs” dated 01.07.020. year, appointed as a member of the Commission for the preparation of a report for the selection of one teacher, full-time, in the title of senior lecturer or lecturer for the narrow scientific field of Security Science for the subject National Security
